LONDON (ICIS news)--Brazilian engineering company Grupo IFM plans to enter the base
oils market through a re-refined base oils joint venture with a Spanish partner,
Grupo IFM director Diogo Bueno said on Monday.

The partner company would provide the technology for production plants based on
waste lubricant oils as feedstock, he said.

The partner could also invest in the new plants, which would be located in Brazil
and South America, he added.

Discussions with an unnamed Spanish company are underway and a memorandum of
understanding could be signed by the end of the year, said Bueno.

Grupo IFM was attracted to the re-refined base oils market because of rising
Brazilian demand for lubricant oils, said Bueno.

Base oil imports are rising because state-owned energy producer Petrobras, which
owns all of Brazil's refineries, is not planning any large-scale expansion in its
base oil production, he added.

Recycling used oil also brings environmental benefits, particularly in terms of
reducing contamination and incineration, said Julio Sampaio, another Grupo IFM
director.

Brazil has 19 companies operating re-refining plants in Brazil, according to Grupo
IFM.

The company is confident that the Spanish recycling technology it plans to use will
give it a strong competitive position, said Bueno.

Under Brazilian regulations, producers and distributors of lubricant oils, including
Petrobras and Ipiranga, are obligated to recycle 35-40% of all lubricant oil sold in
Brazil, the directors said.

Grupo IFM's first production plant would be located in Brazil. "Our intention is to
invest in a plant in Rio de Janeiro to sell this recycled base oil to Petrobras,
Ipiranga, Castrol and all the Brazilian lubricants producers," Bueno remarked.

The project is expected to require an investment of almost ?15m ($21m), he said.

The plant would process up to 30,000 m3/year of waste oil and, using the proposed
technology, output would consist of 70% new base oil, 25% asphalt and 5% water.

The company expects to commence construction in March 2010, Bueno added.
